Yes, you can attend either community college. They’re called “______ County Community College” because they’re located there and were created to serve students from those areas, but even students from out-of-state can attend them. It’s just like state universities — you don’t need to live in Michigan to go to UM.
Anyone can attend Montgomery County Community College. However, because the County pays a portion of the tuition for Montgomery County residents, the tuition for non-county residents is higher. You can find a full breakdown of tuition and fees here: http://www.mc3.edu/admissions/paying/cost.aspx.
